STEP 1: Place the tying disc onto the regulator's prong.
STEP 2: Strech the inflated balloon with the ribbon and both hands.
STEP 3: While still streching the balloon and ribbon, pull them over and to the end of the prong, keeping the balloon on top of the ribbon.
STEP 4: Move the stretched balloon and ribbon into one hand.
STEP 5: Place two fingers behind the disc with the thumb on the end of the prong. Pull the tying disc over the streched balloon and ribbon.
STEP 6: Pull disc all the way down the streched balloon and ribbon.
STEP 7: Remove the balloon from the prong and cut the ribbon with the blade recessed in the ribbon cutter located on the end of the regulator.
