step 1: push the tying disc all the way back onto the regulator's prong

step 2: with both hands, strech the inflated balloon with the ribbon underneath

step 3: strech the balloon and ribbon over the prong

step 4: move the stretched balloon and ribbon into one hand

step 5: place two fingers behind the disc with the thumb on the end of the prong, pull the tying disc over the stretched balloon and ribbon

step 6: pull disc all the way down the stretched balloon and ribbon

step 7: remove the balloon from the prong and cut the ribbon with the blade recessed in the ribbon cutter located on the end of the regulator
